All witnesses will provide an opening statement to be 3 minutes in length. If a witness would like to supply the Committee members with background material it may be given to Senator Grassley for distribution before the Committee convenes on Tuesday.

After each witness has given an opening statement, the minority party will have 9 minutes of questioning and the majority will have 11 minutes. Time for questions will be distributed by the ranking member of each party (Senator Moynihan for the Democrats and Senator Grassley for the Republicans). The ranking member of each party will also decide who will give the opening and closing statements.

All questions should be directed to Senator Grassley or Senator Moynihan.
